Tammy Chapman

Owner/Founder

After serving in the military, Tammy's career in emergency management began in public health preparedness and has spanned over 17 years of working with and for government, private sector, non-profit, and academic institutions across the United States.

​

As a FEMA-certified Master Exercise Practitioner (MEP) and seasoned consultant, she has managed, evaluated, and supported countless planning, training, and exercise efforts at the local, county, and state levels.

​

Tammy's dedication to providing unparalleled customer service and delivering the highest quality products spurred her to start a company that reflected her definition of excellence.

By taking best practices and marrying them with the most innovative ideas, technology, and leaders of tomorrow, Tamarack MGMT is already becoming an industry leader to watch and imitate.

Andrea Finkelstein

Senior Managing Consultant

Andrea has 15 years of boots-on-the-ground emergency management experience, most recently working for the Maui County Emergency Management Agency (MEMA) as a Plans and Operations Officer.

​

Her experience includes managing a wide range of incident types, including fires, floods, hurricanes, tsunamis, and disease outbreaks, and she is also a FEMA-certified MEP.

​

She has served as emergency operations center (EOC) leadership during 4 federally declared disasters, variously filling the roles of Planning Section Chief, Operations Section Chief, and Incident Commander for the Maui County EOC.

​

She is also certified as a disaster services trainer through the American Red Cross and teaches the introductory series for new volunteers and supports them as an advisor through assignments to specialties within the ARC.

Madeline Cohn
Senior Managing Consultant

Madeline has 7 years of emergency management experience spanning both field response for a large county in Texas, and consulting for a variety of stakeholders.

​

Her field experience includes responding to hurricanes, floods, severe weather, the Texas 2021 Winter Storm, and the COVID-19 pandemic as a part of the EOC’s Planning Section.

She has also designed, executed, and evaluated numerous workshops, tabletops, and full-scale exercises in a range of areas, including complex coordinated terrorist attacks, natural disasters, and transportation security.

​

Madeline’s passion is planning. She has supported development of Comprehensive Emergency Management Plans, Emergency Operations Plans, Hazard Mitigation Plans, and Continuity of Operations Plans to help jurisdictions be better prepared for the future.

Amanda Wight
Senior Managing Consultant

Amanda has 9 years of emergency management experience. As a consultant for most of her professional career, she has supported clients nationwide on emergency preparedness projects, including program management, gap analysis, plan development, training, exercises, and public education campaigns. These projects have covered a wide array of topics, including active shooters, complex coordinated terrorist attacks (CCTA), continuity of operations (COOP), pandemic outbreaks, and natural disasters.

Amanda’s area of expertise is in the development and delivery of discussion-based and operations-based exercises. Specifically, she is adept at planning and running, multi-site, multi-jurisdictional full-scale exercises (FSEs).

Nick Steller
Managing Consultant

Nick has over 10 years of emergency management experience with initial exposure to the field while working as an emergency medical technician (EMT) for a private ambulance company in the Los Angeles area.  

Nick worked for the Monterey County, California, Health Department’s Preparedness Program, where he developed internal and jurisdictional plans, procedures, and tools to respond to events impacting Monterey County’s medical and public health system. In addition, Nick has planned, conducted, and evaluated discussion-based and operational-based exercises, as well as filled multiple incident command system (ICS) positions in the health department’s operations center and the county’s EOC during exercises and real-world events including the COVID-19 pandemic.

Nick has also served as a peer reviewer for Project Public Health Ready, where he conducted assessments of local health departments’ capacity and capability to plan for, respond to, and recover from public health emergencies.
