Tamarack MGMT Owner and Founder Tammy Chapman is a FEMA-certified Master Exercise Practitioner (MEP). For almost two decades, she has led various local, state, and federal exercises across the country.

Each year, Tammy develops and teaches the graduate-level Exercise Design and Operation curriculum at the Middlebury Institute of International Studies at Monterey, CA.

Senior Managing Consultant Andrea Finkelstein is also a FEMA-certified MEP with over 15 years of exercise planning, facilitation, and after-action reporting experience from working at a county emergency management agency and as a County Sheltering Coordinator for the American Red Cross.
